No registration or validation is needed to get the weekend/public-holiday free rate - it is simply not charged on those days. Weekdays 8:30am-5pm the car park charges $4.40/hour or $18/day. Separately, mobility-permit spaces and motorbike parking are always free, but that is restricted to those vehicle/permit categories.
