Hours: 24 hours (fee applies weekdays 08:00–20:00)

Eligible: The ground-level (지상) visitor lot is free on weekends, public holidays, and every weekday night from 20:00 to 08:00.

Only the 243-space ground-level lot (민원전용) is covered by this free window; other City Hall parking areas are not. On weekdays 08:00–20:00 the fee is ₩300 per 10 minutes (₩8,000 daily cap), with the automatic plate-recognition system enforcing an odd/even-day driving restriction for non-RFID cars.
